I would like to point out that no other major faction cares about the Mojave or the outer New Vegas. The NCR may have corrupt leadership who care more about the dam than the locals, but they still have a vested interest in the general prosperity of the New Vegas area. Mostly for the taxes, but still Their leaders may be bad, but the people of the NCR are good. The Legion is the other way around.
They try to preserve order and civil rights for their own citizens. Good luck keeping your independence around them. And whether they have good people or not, that still doesn't change the fact that the NCR's interests in the Mojave are its resources.
